It was originally proposed to build quarters for this post and on 41670, we agreed that a house allowance might be paid till these quarters were ready.
Now it is decided not to build these quarters and Mr May therefore recommends that the allowance should be continued. I should recommend agreeing to this at once,
if it were not for the unfortunate incidents which are referred to in the annexed correspondence.
In 31927/04 and p.p. we had a long wrangle with Dr Kock as to whether he should be allowed to draw this allowance when Dr Thompson was on leave. There was a muddle
due to the fact that the Gov had not told us that Dr T. was drawing the allowance on leave and in the end we compromised in an admittedly unsatisfactory manner.
In the course of this correspondence the Gov argued that Dr Koch already drew a house allowance in fact, because his salary was £30 a year larger than those of officers
who received house allowances The fact being that in the transition to sterling things had got so mixed that
